2012 “Crime in California” Report Just Released. What Does the Information Mean to Offenders?

On July 27, 2013, The California Department of Justice released the Crime in California report for 2012. Crime watchers across the state were pleased to notice that crime rates had reduced for most types of crimes when compared to rates from 20 years earlier. Unfortunately, a closer look reveals that California crime rates actually increased or remained the same from a year earlier. For instance:
 
Arson rates increased 4.2 percent
The felony arrest rate increased by almost two percent
The adult homicide arrest rate increased by 5.3 percent
The adult arrest rate decreased, but by less than one percent
Violent crime and property crime rates rose
Adult drug crimes rose by 3.5 percent
 
Despite the fact that California crime rates range from relatively steady to slightly higher for the last several years, the number of full time criminal justice employees fell in 2009, 2010 and 2011 and increased just 0.4 percent in 2012. What do these numbers mean to individuals facing criminal charges in our state?
 
A key take-away is that California’s criminal justice system remains overburdened in relation to the number of alleged criminals that it must handle each year. This shortage of staff (and funds) means that accused individuals can expect:
